Display start/end times for Static Mapping leases on DHCP Leases/DHCPv6 Leases

Description
Display start and end for static leases. (Even if address is reserved, it's useful to know the status.)
Add ping to actions.
Add selection box so multiple leases can be selected to apply action such as ping, delete or send WOL.
Add release and renew to actions.
- Category set to DHCP (IPv4)
There is no 'release' or 'renew' action for the server to perform. Those must be done by the client.
Displaying the start/end for statics may be OK.
As other ARP, ping is not likely to be generally useful here. The client might block it, and if it's online, you already know it's active. If it shows offline, all a ping might do is trip it into 'online' status since it would kick it back into the ARP table if it's still on the network.
If someone wants to work up a PR to add links to ping, we can look it over, but can't guarantee it would be accepted.
