Description

When you try to add a new usergroup (system_groupmanager.php?act=new) then you can assign privileges on this group and click on the button it will redirected to system_groupmanager_addprivs.php?groupid=

The assign privileges control should be hidden when creating a group, but it's showing too soon.

Not critical enough to hold up 2.4, but if it's an easy fix it may make it.
