Description

this broke in the April 25th build.
(e.g. see shinzo's forum post "limiters took a hit")

would have thought the May 9th build or today's would have fixed it (the fqcodel stuff in those builds)

action: add a 2nd limiter
expected result: the 2nd limiter appears
observed result: the 2nd limiter appears twice and the first one is gone (instead of both limiters)
