Description
On System > General Setup, timezones GMT[+-]X are reversed.
If set GMT-4 on web interface, it apllies GMT+4 on system.
Probably remove from web interface entirely, or correct it.
It was already treated once on Bug #176.

The descriptions of the zones make this very clear, they explain the behavior and whether or not they are ahead of or behind GMT. See #7089
If they confuse you, do not use them. Use geographic zones instead.

Although the description tells how it works, the GMT's on web interface are wrong.
The correct GMTs are "+" (before GMT) and "-" (after GMT), as demonstrated at https://en.wikipedia.org/wiki/Coordinated_Universal_Time#/media/File:Standard_World_Time_Zones.png
