Looks like it would take activating and tripping a squidGuard filter that replaced content with a blank image. If it works without error, this can be closed.

That commit is already referenced in the first comment on this issue.
A fix was committed, but it needs to be tested and confirmed as fixed.

i just test it on a fresh install 2.4.4-RELEASE-p2 (amd64)
blank_img works without any error.
Problem solved.
