Adding a certificate to the first user (index 0) does not redirect back to user manager

Description

Edit the first user in the list on system_usermanager.php and add a certificate. When finishing the certificate add, it should redirect back to the user manager, but this fails when the user index number is 0 (first in the list).

Similar to #8918
