Description

The addition to kill states when a WAN goes down is going to create fallout in scenarios where it needn't. Especially with single WAN setups. Responsiveness of monitor IPs can be flaky, and monitoring doesn't matter for single WAN setups. The state killing causes problems for single WAN users who have flaky monitor IPs, which is going to be a major regression for likely many single WAN users.
