Routing groups don't change monitor IP address when PPPoE reconnects

Description

When using a PPPoE connection with dynamic IP address and dynamic gateway which both change each time a session is established the "monitor IP" does not update to the new gateway after a new PPPoE session is established.

1) Setup WAN PPPoE, OPT2 static IP.

Routing > Gateways

WAN Gateway: shows dynamic
WAN Monitor IP: Shows gateway IP from last configuration change to gateway.

2) Edit WAN gateway as follows:
Monitor IP: (empty)
or Monitor IP: dynamic (same text as Gateway:)

After this change, Routing > Gateways WAN Monitor IP: still shows the gateway from PPPoE session and not "dynamic"

3)Unplug ethernet cable between pfsense and DSL modem. Status > Gateways correctly shows down within a few seconds.
4) Reconnect ethernet cable and in under 1 minute status > interfaces shows new IP address, etc (proper connection) for WAN PPPoE. Status > Gateways shows correct WAN Gateway:, however WAN Monitor: is still the old gateway from before the ethernet cable was unplugged.

Same code is causing this problem as #919.

This should be solved by the apinger process restarting.
