Add options to configure TIMEOUTclose and debug on stunnel package

Hello all...
This PR1 add options to configure TIMEOUTclose and debug (log level) and also fix package doc URL on the manifest.
I had too much logging being generated from stunnel and I preferred to decrease the log level to warning instead of notice. I also added the timeoutclose option so people can not set or set a different timeout if they want.
Note that the defaults are set to both options, maintaining old behaviour with NOTICE loglevel and TIMEOUTclose=0, so people upgrading shouldn't have any impact.

tested on CE built on Thu Feb 07 19:44:20 EST 2019 <--> factory built on Thu Feb 07 18:13:07 EST 2019
tested web traffic via stunnel between with different log levels - got different amount of logs depending on verbosity level.
Tested with intentionally set wrong redirect port (pointing to nowhere instead of webserver behind pfsense) - got error logs with ERROR loglevel set, and no error with less chatty loglevel.
At first glance - looks good.
