Description

Hi.
I think I found a little bug when using a created user with admin permissions to navigate to the User Manager.

Step 1:
Create a User with the user role admins.

Step 2:
Login with the new admin user.

Step 3: Use the system drop down menu and select User Manager.

Step 4:
You get redirected to the Password Change Setting instead of the User Manager.
This only happens if you try this with a personalized admin user not the default admin user.

You get this url to the User Manager when you are logged in as a created user:
https://PFSENSE_IP/system_usermanager_passwordmg.php

You should get this url like the admin user:
https://PFSENSE_IP/system_usermanager.php

You can manually remove the "_passwordmg" from the url and you get to the User Manager.

Problem occured on 2 Netgate XG-7100 and virtualized pfsense with Software Version 2.4.4-RELEASE-p3 (amd64).
