The gateway is always considered up. Also, please elaborate on what action will be taken for different gateway events and potential side effects of enabling monitoring for a gateway. From what I've read this particular option is useful for setups with only a single WAN connection. eg. Useful for single WAN setups to monitor gateway quality in RRD graphs but take no action. It would be useful for users to know what drawbacks there are of enabling monitoring (and not selecting this option) when only a single flaky connection is available.
