Add Unbound to the system password and group files

Backout Unbound for now bring back in 2.2. Fixes #2817

Add unbound user

Change admin home directory to /root.

scponly setting isn't a default, change admin to /bin/sh just like root

Fix default shells for root and admin users based on what the usermanager
in RELENG_1 appears to set it to
Set default password to pfsense again in hopes that this is all that is
stopping us from logging in as root after enabling ssh

Add _relayd user to password file

OpenNTPD requires _ntp user and group

• Use /bin/sh for root login
• Use /bin/csh for option 8 shell to avoid respawning the /etc/rc.inintial script
• Allow scp to firewall now correctly

Use CSH since its more flexible with su.

Use regular shell and call console menu from .shrc

Let user SSH in as admin instead of root only (requested for consistency)
Full path to sshd

Remove extra trailing space
