Fix these perms too

Decouple filter.inc from functions.inc. There is no need to process filter functions most of the time. Include filter.inc where it is needed

Modify the ssh toggle script so it at least runs. I suspect its broken in
a more subtle way however. Connected client don't appear to disconnect.

• Output if SSH is enabled
• Kill SSH server but leave open ssh sessions

• Correct missing }
• Use correct config.xml variable
