Write Config Only Option

Add write_config function option to only write the config. Sometimes syncing firewall is not necessary or desirable. ex: changing log display options.

The jQuery required to fix this is tricky, but I believe this fixes the issue by re-adding the autoselect data to newly cloned groups.
