Privilege setting for allowing login access through captive portal

Split from #736
It would be nice to have a privilege setting for captive portal so that when authenticating against the local user database, you can restrict it to only the user accounts you want to have access.
Upgrade code should be included for carrying over the "captive portal user" status when upgrading from 1.2.x.

Code was completed and thoroughly tested some time ago. Just need to know whether this should be pushed or left to another release. Attaching the patch for anyone who wants to take a look.

An alternate patch that does not automatically create a captive portal group when enabling captive portal, leaving it up to the admin to decide what to do.
