Description
Add HA MASTER/BACKUP tracking for the avahi package to keep the daemon from running on both nodes and reflecting each other's reflections.

works as expected - start/stop on master/backup as expected:
- doesn't start service on backup
- automatically starts service if backup became master
- stops service on backup if master is back
tested on 2.4.5.a.20200123.1100 with Avahi 2.1_1
