Description

Importing an older config, v11.9 here, that contains:

    <ipsec>
        <preferoldsa/>
        <phase1/>
    </ipsec>

Triggers an error when updating it:

Fatal error: Uncaught Error: Cannot use string offset as an array in /etc/inc/upgrade_config.inc:5492
