Description

In order to avoi any possible problems of building metadata with more recent pkg than installed on supported systems, move pkg to 1.13.x on 2.4.5 before release

System picked up pkg-1.13.2 during the upgrade, upgrade went fine, still works after. Seems OK to me. Can reopen if other issues are found.
