Correct format is:

bgp community-list standard NAME permit|deny COMMUNITY
bgp community-list expanded NAME permit|deny COMMUNITY

2.4.5-RELEASE-p1 FRR 0.6.7_7 

FRR 1.1.0_4 is not showing up in available packages

1.1.0_4 works as expected:

# grep community-list /var/etc/frr/frr.conf
bgp community-list expanded comtest deny 6512

frr# show bgp community-list 
Named Community expanded list comtest
    deny 6512

there is no more 0.6.7 version
