OpenVPN Site to Site configuration examples should note to change the inactive value

Description

For site to site OpenVPN configurations, the expectation is that the VPN will stay established. Since the default value of Inactive changed from 0 to 300, the S2S docs should be updated to change the value back to 0.

Note that I did not mention it in the OSPF or PSK recipes because the Inactive value is ignored for pre-shared key tunnels which both of those use.
