Separator locations pushed down when pfSense is rebooted

Description

This happens when I place a separator at the top of the floating rules and reboot the router. I have not checked other rule lists.

So I place a separator at the top of the rules list to signify pfBlocker to make things easy to read.

I also have other separators present at the bottom

The problem arises when I reboot the router as the lower separators shift position down usually a couple of places.

Recently I deleted the 'pfBlockerNG' separator to prove this, but by deleting it, rebooting and then recreating the separator at the top seems to of fixed the issue for now.

I notice there is a related issue #9887 so this might be fixed in the next release

pfBlockerNG's auto rule creation will affect the placement of separators - this is likely what's happening. If you disable the auto-rule creation and instead make your own and are still able to reproduce this, the issue can be reviewed further.
