Reorder bullet list for ESX/ESXi settings for HA clusters

Description

The bulleted list ends with enabling Net.ReversePathFwdCheckPromisc , however enabling that after turning on Promiscuous Mode requires PM then be turned off and back on. If ReversePathFwdCheckPromisc were presented before mentioning promiscuous mode, that would save some people from having to do the off/save, on/save toggle as a result of performing the list actions in the order they're currently presented.

Closing in favor of #10924 -- according to that, some of the info there isn't even necessary/relevant anymore, so rather than reorder things here, they should be updated as described in #10924 and some of that info can be removed entirely.
