Description

On 22.05, stopping an OpenVPN service under Status / OpenVPN results in a red "OpenVPN Service is Stopped" icon. On 23.01, it now shows a yellow "OpenVPN Service is Disabled" icon even though the configuration entry is not disabled.

Pretty sure all of these service-related Redmine issues are the same root cause. I see at least one obvious problem that is likely causing it to be incorrect.

Tested the patch against the following services under Status/Services:

frr, pfb_dnsbl, pfb_filter, radius, openvpn

The patch works as expected!
