devel branch still only 2.5.5

pfSense Plus 23.01 has HAProxy 2.6.6 available in the repos for the devel branch. I expect that 2.7 also has this in the repos, but will need to double check, so this should already be good to go for the next release.

The HAProxy devel package is at 2.6.6 on both pfSense Plus 23.01 and CE 2.7.0 snapshots.
