On a fresh installation, System > Update > Branch is set to 22.05. If you sit on that page long enough for it to retrieve repository information, the yellow gear will stop spinning and status will report up to date. Then go to System > Package Manager > Available Packages. This area is blank where there should be packages listed.
Worth noting that if you then factory reset and go straight to the package manager after it reboots, packages are available. It's only after pfSense retrieves the 22.05 info that the package manager goes blank. Doesn't affect CE as of build Fri Dec 09 06:13:30. UTC 2022

Confirmed that the drop down appears to show 22.05 Stable, but oddly it shows the current 23.01 build in both the "Current Base System" and "Latest Base System". I suspect the drop down just isn't updating properly for some reason to what the actual repo is? I'm seeing the same in my firewall per attached screenshot.

Tested on Dec 17th builds and now the repo list is completely blank. Running "pkg update -f" shows normal results:

All repositories are up to date.

Tested this with an upgrade of an existing install and this does not happen when upgrading between 23.01-BETA builds even with a factory reset.
