Description

Because the Snort and Suricata GUI packages share much of the same PHP code, three previously identified issues in Suricata are also present in the Snort package. This ticket is to consolidate and document those issues and their resolution in Snort.

The previously corrected Suricata issues (paraphrased for use with Snort) are:

#13714 - Regression when adding new interface resulting in PHP 8.1 error
#13771 - Tries to load invalid SID MGMT conf file (when set to "none")
#13806 - Interface rules cannot be viewed with certain SID MGMT settings in place

I will create and submit a pull request containing the fix for the issues identified above.
