Default tab on ``firewall_rules.php`` is not selected if the configuration has no WAN interface

Description

If the firewall configuration lacks a WAN interface, the default tab on firewall_rules.php may end up as Floating, or Ethernet on Plus, since that is the first tab. It should default to whatever the first available assigned interface is instead, as it does when WAN is present.

Users on Plus may end up without any tab selected if they have not enabled Ethernet rules.
