The documentation states to change MSS for IPsec: https://docs.netgate.com/pfsense/en/latest/troubleshooting/low-throughput.html#vpn-mtu-issues
That is incorrect.

It should be in System / Advanced/ Firewall & NAT
The section is called "VPN Packet Processing"
