When set, the firewall will attempt an SSL/TLS connection when sending e-mail. The server must accept SSL/TLS connections or support STARTTLS.
When this is checked. I'm not seeing a STARTTLS command issued by pfSense. Only an SSL connection. I suggest docs remove reference to STARTTLS (or if necessary modify the docs in the case that STARTTLS is only used with the submission port?)

I can confirm that it doesn't appear that with or without SSL/TLS enabled that STARTTLS is ever used.

Are you attempting to use authentication? It works here when I use authentication on port 587 or 25 and "Enable SMTP over SSL/TLS" is *un*checked.
If there is no authentication configured then it wouldn't attempt to use STARTTLS automatically.
