Changing a WAN type interface from DHCP to static IPv4 address causes WAN to appear in DHCP server configuration

Description

WAN interface currently using IPv4 DHCP type address, switch this interface to static, enter IP, create gateway, save and apply. Navigate to Services>DHCP Server and the interface that you just set to static is present. This happens with either ISC or KEA DHCP service selected.

The service does not indicate being active on that interface, although since DHCP is no longer being used for that interface, it should not appear at all but doesn't either when DHCP is used for IPv4 address type.

Tested on 1100 and 4100 running 21.09.1
