Reduce inconsistencies between Configuration History with/without ZFS Boot Environments

Description
The Configuration History page has diverged a bit between Plus w/Boot Environments and CE which is making it confusing and difficult to document.
Without changing the functionality of either page, we could reduce these inconsistencies by:
- Adding the Tab header back to the page on Plus to flip between "Backup & Restore" and "Config History"
- Change the "Diff" button on CE to "Compare" to match Plus
- Reorder the columns on CE to match Plus
- Move the settings section on CE to below the list and make it always display (same as Plus)
- Make the Trash Can icon on each row red on CE as it is on Plus
- Change the Actions icon entry for the current configuration on CE to be a Download icon
- Change the list wrapping/formatting on CE to match Plus
All cosmetic and no functional changes there, so it can wait for the next version
