I have been able to reproduce this multiple times. It was originally reported by a customer who is dual-booting Windows & Linux. I was able to hit it doing that, but also notice it on occasion even when just rebooting a live Linux distro.
The attachments are with the VM MAC address set as a static lease to 192.168.2.50, but it is being assigned an IP from the configured pool instead.

Not a bug, the client ID differs and there is an option to ignore the client ID, which you most likely haven't set.
