That's expected and not something that can be redirected separately. The help system ignores parameters on pages like that unless it's a package or wizard since those need differentiated differently. By the time it does the redirect the docs site only sees firewall_rules.php
and it does not get the ?if=EthernetRules
part.
From where the user lands, however, there is already a link to Ethernet rules in the left side navigation, right next to Floating rules, which has the same limitation in that it can't be redirected separately either:
