Description

Gateway monitoring traffic may go out the wrong interface in some cases. Redmine #16069 attempted to resolve this by adding routes via the interface when the gateway was unavailable. Though that change resolved some failure cases, it can also result in incorrect behavior for remote IPv6 addresses since the system now waits for replies to its Neighbor Solicitation requests before proceeding with the ping.
