Package apcupsd starts even when disabled

Description
If you uncheck and save the "Enable APC UPS Daemon Service" option under Services --> apcupsd, if you have configured a UPS, it will still start and ignore this setting. See attached screenshot showing it disabled, but th service still running. It also is still logging as it's running. Tested on 2.8.0-RELEASE

seeing this also on pfSense+ 25.03.b.20250515.1415/apcupsd 0.3.92_9, after unchecking and saving the daemon service option, the package shows to have briefly stopped via the services widget in the dashboard but after navigating to a few different pages and checking that the service was still unchecked in apcupsd options, the service shows running again and indicates this as well via the logs. service watchdog is not being used/not installed.

still seeing this with 25.03.b.20250610.1659, although it seems re-installing the package with the enable daemon option unchecked then allows the service to remain stopped. Re-enabling the daemon following reinstall sees the previous behavior of disabling via settings, yet the service resumes.
