Per https://docs.netgate.com/pfsense/en/latest/firewall/time-based-rules.html#configuring-schedules-for-time-based-rules, "A schedule can apply to specific days, such as September 2, 2016, or..." [my bold]
However if I choose a day in any month the config adds this, without a year:

<day>25</day>
<hour>3:00-23:59</hour>
<rangedescr><![CDATA[test]]></rangedescr>
</timerange>
This is a problem if someone wants to temporarily allow connections from a certain IP, or perhaps they go on vacation and allow by country or even from any IP...those connections would be allowed every year unless the schedule is modified/deleted.
Marked as a regression since the docs say it should work for specific days. (unless it's a documentation issue, in which case the docs should be updated to say all schedules are recurring)
