Description
Having an <input type="button"> inside an <a href="..."> is technically a violation of HTML5. Also, it makes the buttons not work in IE9. At least one of these is a good reason to change any affected forms. I noticed the problem in the Traffic Shaper forms, specifically the "Remove Shaper" and "Add New Queue" buttons.

this is still the case, though only IE seems to care, it's still an issue in IE 11.

Yes, this issue no longer exists in 2.3.
