Description

Russian users can't set correct time because timzone info is old.
Need to update /usr/share/zoneinfo.tgz and some files in php code for correct time in web interface.

AFAIK this updates automatically with the zoneinfo from the base FreeBSD version being used, so it'll fix itself on 9 builds if that's changed in 9.

We do keep a copy of zoneinfo.tgz in the git repo. Hasn't been touched since 2008, and our code pulls the zones from that file. It looks like if that's updated, the GUI pulls the list from there, so it should be sufficient to replace that file with a current tgz from FreeBSD. I'll run some tests.
