Description

Currently multi-WAN cannot function where multiple WANs have the same gateway IP because of the way PF's route-to functions.

Any reference of the "known" pf's limitation on route-to regarding 'same gateway'?

You can only route-to IP addresses, and IP addresses can only exist on one MAC address, which the system can only see on one interface. I'm not sure what the feasible alternatives are here, it will require modifications to either PF, FreeBSD related to ARP, or I suspect both.

If you can only route-to IP address, then why bother putting IF in there.
Ex:

(IF IP)

I know I'm reviving an old ticket here, but I'm facing the same issue.

Is there any way to make multiple wan use the same IPv4 upstream gateway ?

No, beyond hacks like stick the other WAN behind another router's NAT... Please, use the forums, this is not a place for howtos.
