Description

What should happen:
When the bandwidth of an upload limiter is set to 100 Bit/s, and then saved, the bandwidth should stay at 100 Bit/s.

The buggy behavior:
When you save a Bandwith Limit of 100 Bit/s, and hit save, the reloaded page shows 100 Kbit/s instead.

Steps to reproduce:
1) Log in to pfsense.
2) Go to Firewall->Traffic Shaper->Limiter
3) If no limiter exists, create one.
4) Select a limiter
5) Set the bandwidth to 100, and select Bit/s from the dropdown
6) Click Save.
7) The value of the bandwidth will be the same, but the units will have changed from Bit/s to Kbit/s.
