s/jailscanner/mailscanner and fix website links in pkg_config.10.xml

Description
It appears someone made a mistake? and named mailscanner jailscanner in pkg_config.10.xml. links,etc say mailscanner, but display name is jailscanner.
Also This package, and Zebedee both have <website> addresses that don't begin with http:/https: thus clicking the package name results in a url like: https://192.168.99.1/www.mailscanner.info.
Additionally the Strikeback package uses <website></website> instead of <website/>, although I guess that isn't a big deal.
Lastly, clicking the version number on packages of arpwatch, iperf, jail_template, mtr-nox11, netio, Olsdr, pfflowd, pfjailctl, and well, severl others produce urls of https://github.com/pfsense/pfsense-packages/commits/master/config/config which is a 404.
I couldn't see where this might be changed in the xml file, maybe it should be refiled as a pfSense 2.2-Alpha bug?. (Fresh install of 2.2 20140520-1444)
