Jail_template hasn't been updated since added. It was built for 1.2, and thus is a FreeBSD 7x image. Considering 7x is unsupported, I would think it's not a good idea to 'include' it in a security appliance. Regardless of that, I don't know if FreeBSD 10 will work with a 7x jail set.
Attempting to use it on a fresh 2.2-Alpha 20140520-1444 x64 install caused a kernel panic when starting a jail attached to it.
If I get some time I will see if I can create a newer image that can be used instead.
