Releasing DHCP on WAN interface should send a release

Description

Although sending a DHCP Release is not a requirement of the DHCP spec it would be nice if when clicking "release" on a WAN interface, rather than just clearing said interface's IP configuration it also sent a DHCP Release packet.

dhclient does not currently do this by default.

This would solve an issue with many ISPs who will not provide a DHCP lease unless the previous lease has been broken, and would allow pfSense to break its own lease.
