Restored config loses IPv6 Link-Local DNS Forwarder Settings

Description

Restoring a config that contains selected "Services -> DNS Forwarder -> Interfaces" which are "IPv6 Link-Local" doesn't maintain those "IPv6 Link-Local" Interface selections during the restore, which can result in a DNS that doesn't function or functions very slowly.

I've attached two screenshots showing a config that was restored (ConfigSettings.png) and the results after restoring (RestoredSettings.png).

I suspect the underlying issue is also causing https://redmine.pfsense.org/issues/3802.

This issue affects at least amd64 and i386.
