Review 120 config upgrade, bump config revision

Description
There is a 119_to_120 config upgrade in master, which needs to be double checked, and if fine, bump the config version so it's actually applied.

the 119 to 120 is regarding upnp, i had modified it such that now the user can add multiple user specified permissions using the new rowhelper control box and that config upgrade was to migrate the old settings to new. I am using the modified code of miniupnpd.xml and miniupnpd.inc in all my boxes in production and all work fine. I was told it would be merged in newer pfsense release rather than maintenance releases.

I wrote upgrade_120_to_121() the other day. latest_config is now 12.1
I think this should be closed, but I'm going to put it in feedback and assign to cmb.
