certificate creation not auto-filling CA's parameters

Description
When creating a cert (system_certmanager.php?act=new), the country code, state, city, org and email should be auto-filled from the chosen CA's values. Missing some js there I think.

- Status changed from Assigned to Feedback
- Assignee changed from Anonymous to Chris Buechler
Added jQuery to populate the cert details from the selected CA both on page load and on CA change.
- % Done changed from 0 to 100
- Status changed from Feedback to Resolved
Works well now, fields are copied appropriately
