(multiple pages): Using the select+click anchor method of changing item order, there is no easy way to move an item to the bottom of the list

Description

On pages like firewall rules and IPsec, using the select-and-click-anchor method of relocating places the target position above the item row where the anchor was clicked.

Since there is no anchor below the list, there is no way to move an item to the bottom row. You can move an item above the last row, and then move the last item above that as a workaround.

For pages that support drag-and-drop that can be used instead and has no problems.

Not sure how best to address this. Putting a single anchor below the list would look weird, and changing the behavior so it moves under would make moving to the top column a problem instead.

Also there is no visual indicator of where the rule will move. On 2.2.x and before, hovering over the "move here" icon made the cell borders dark between the rows to indicate where the item was being moved.
