rrd graph for ntp monitoring does not reflect freq when neg (-) value.

Description

Seems when frequency is negative (-) It is not graphed.

Which got 1 other person seeing same thing.

I had cleared rrd data since was not seeing neg values for offset, and freq was always 0.00, the reset of the rrd data cleared up the offset to show neg. But still not showing any value for freq.

If you look via ntpq you can see a value for frequency, as neg but rrd shows 0.00

Currently running 2.3.1_5
Have not checked to see if this is same for any other previous versions or i386 arch.

Might need a note somewhere, perhaps just in the release notes for whatever the next release is with this fix, stating that someone would need to reset the RRD data file (for this one alone or for all) to pick up this change. Since it can only be corrected this way when the file is created.
