DHCP packets replicated on non-DHCP relay interface

Description

When enabling DHCP relay for the following networks:

LAN: 192.168.2.0
PUBLIC: 192.168.4.0

But not on:

Server: 192.168.1.0

I am seeing double the amount of DORA packets on the server network (when DHCP relay is disabled on that interface)

This is what I am seeing on the Server network (packet capture from the pfsense Server interface: http://i.imgur.com/FrYdWyz.png

To ensure this is not caused by some loop in my network I "unplugged" he LAN and Public interface cable, I am still seeing the same issue:
