Currently there is a schedule feature in pfsense, where you can allow an IP from 4pm to 5:59pm for example, Mo-Su
What I am looking for my children since they are in school at different hours per day is a feature to allow them 2hrs per day total between the hours of 6am and 8pm for example.
This way I do not have to change the schedule when there is a change. They can manage their own time
This feature should not cumulate either, meaning on Mo 1h so Tu 3 hrs, so every midnight it starts fresh

That isn't possible in pf. If you need time quotas, you'll have to use something that can hook into RADIUS for accounting that also supports that feature. You could use captive portal, or 802.1X / WPA2 Enterprise if it's wifi.
